why the MacOS port to the PowerPC was half-hearted.

I'm not sure I get your question.

I called the MacOS port half-hearted because it had lots of 680x0 code. This in turn made the OS slow and buggy. Instead of working on incremental releases to fix these problems they kept promising Copland. Until Amelio and Jobs stepped in, that is.
