I've only been doing it less than 1 1/2 years (had managers before), and my only expertise is in doing research, and common sense. As for market movements, my guess would be no better than yours. My rule is to wait till the ground settles before acting. You may miss a point or two, but think how much you'll lose if you buy back in too soon. I've done that more times than I want to admit.
