If you read it, you would see by the dates and actions taken by the US, it confirms the opposite.
Ukraine pressed very hard for NATO membership, but was rebuffed the entire way.

You can always find people on both sides of that debate, but it's not really a secret that the West knew how RuZZia would react to NATO's borders creeping eastward.

What NATO underestimated, however, is just how irrationally PooTin would react.

But then again, we both know that PooTin is using NATO expansionism as a sorry-ass excuse.
