The post I linked to, was based off an article that in turn was based off an unnamed source at Parks and Recreation. So its reasonably considered to be not highly reliable. (Interestingly it also links to your link)

OTOH you can put up requirements on a web site, and then have an unofficial policy (or even an official policy without updating the site), where you will hire without meeting those requirements. So I wouldn't say the point was refuted, but I would agree that it wasn't solidly established.

Also if there is an unofficial hiring policy, that might change to the extent the story comes out, combined with a comment that "it was never our policy..."
