Philadelphia might look at a committed learning swimmer, but a drowning, a hungry lawyer and an unqualified lifeguard would make an explosive situation. If they have any sense, they will pay enough to attract talent. I go back a ways, but $16/hour is decent pay for a highschooler in that job.
