I would save the money and go with the 200kbps service since you can burst much faster sometimes.

My costs are an extra phone line, 19.95 a month for the offpeak plan, 19.95 for my ISP (my old ISP was 12.50). First year credit of $100 brings the monthly cost down to $11.67. The total is about $40 a month and I dialup during the day from work and I have at least 1.5-3.5X ISDN speed at night. If you compare to dual channel ISDN, you will save at least $100 if you are an obsessive surfer like me. It is much faster IMO.
