I'll give you a hint, answer these questions and you might come to the answer.

Why would China send a spy balloon over at altitude that could be seen with the naked eye, guaranteeing that it would be discovered before it flew over any sensitive sites?

So the purpose of the balloon was not to spy, but to test another capability?
