Why would China send a spy balloon over at altitude that could be seen with the naked eye, guaranteeing that it would be discovered before it flew over any sensitive sites?

It wasn't discovered until it was stationary over a Montana Intelligence facility. Neither of us know how high it was before then(or how low), nor do we know much else except the "weather" excuse is painfully thin logic.


So the purpose of the balloon was not to spy, but to test another capability?

Weather is bogus, so what's the alternative? Looking for Hunter's missing laptop the Russian's stole?
