It was meant to be discovered and jammed.

That was it's purpose.

It was a favor to your boss, they wanted to know what the US jamming capabilities are.

They also wanted the US to shoot it down over land so its payload would be destroyed.

Sorry that didn't happen, it backfired badly.

The US will now have China's most sophisticated communications technology.
