Electing the CEO almost directly gives a lot of power to the plebs. Our founders did it - but no one else ever went this far.

Rome, under the Republican system, had something analogous - the only political body that could adopt new laws under their Constitution was the Plebeian Assembly. But, it seems, few people were even aware of it. By “tradition”, whatever the Senate decided was law.
