... the best way to spot balloons is to not depend on expensive satellites, radars, radio frequency or laser light wave lengths

the best way is to set a system of ground-based, airborne (fighter or blimps, and passenger jet pilots) human intel network to look out for balloons

once spotted, there must be a less expensive way to highlight them, perhaps with paint-spraying or attachment of IoT 5G tracking beacons, or just those judicial / police ankle bracelets, and easy way to shoot them down - bow and arrow might work, machine guns more efficient, but air-to-air missiles over the top, arguably
