I would say most (if not all ?) research grants are of the "Political Method". Nothing wrong with that in principle, capital investment looks for a return.

I like how Dr Len Fisher compares the "Political Method" to Lewis Carrolls "Unbirthday" concept from "Alice in Wonderland".

This leads to another "method" which is essentially no method at all. Throw some mud at a wall and see if any of it sticks. A big portion of science progresses that way.

The discovery of X Rays is just one of many, many examples.
