More denial.
With golfer144 that's usually the case, but not this time.

He brings up a good point, that the cost of disasters has little relevance to the severity thereof.

When you build more in densely populated areas, you're going to end up with a bigger disaster cleanup bill, especially in areas that are hardest hit by growing pains such as the slums.
