The Canadian movie industry itself was not suppressed, but the movie chains were controlled by American companies so even if you made a movie it would never get distribution in commercial theatres. Since movie making is so expensive, who would pay for a movie that couldn't be seen?

The same used to be true of Canadian music, but in the 1970s we introduced Canadian content rules, requiring a certain percentage of the music played on commercial radio to be Canadian in origin. The CanCon regulations have been extremely successful, engendering the robust Canadian music industry that has become influential worldwide.

We tried several times to institute similar regulations for movies, but the each time the American industry, led by Hollywood Hitman Jack Valente, went ballistic. Valente was very well connected politically so was able to call in favours that resulted in threats against just about every Canadian industry that sold products across the border, resulting in the proposed regulations being withdrawn. Instead, we got support for productions which were successful in that they produced some really good filmmakers like Cronenberg and Egoyan, but also a lot of crap targeted for the American market. I believe the best-selling Canadian film of all times remains Porky's. Sad.

Canadian literature has been able to stand up to the American onslaught due to the quality of our authors, and of course in many ways Canadians dominate 'American' comedy. Saturday Night Live is in many ways a Canadian production, and many comics that people think are American come from Canada, e.g. Jim Carrey and Mike Myers. (Wayne's World was actually set in a thinly disguised Missisauga, which is a suburb of Toronto.)

Yes, I used to study and write about cultural policy in my academic days...
