I don't think MSFT was ever a direct licensee of the GUI stuff from Xerox. Apple had a license. MSFT was the main software developer for the Mac, so MSFT got early copies of the Mac in late '82 - '83. They got prototypes so they could develop code for it, but they were under NDAs. As soon as they got the prototype for the Mac, Gates announced Windows. Got a lot of people at Apple pissed off for that, especially since it was pure vapor - he had done no work towards a GUI, and had never seen anything like the Mac before, but he announced his knockoff before the Mac was announced.

Apple licensed the stuff they had to MSFT for Windows 1.0, but the courts later ruled that the license continued after Windows 1.0.

Gates then decided he needed stuff from Xerox, but instead of licensing it (that might have cost some money) he hired Simonyi instead. Simonyi actually hadn't had much to do with windowing software at PARC but he convinced Gates he did. Simnoyi is a whole 'nother story for another time.
