What are you talking about? Do you think that battery manufacturers stop testing their products once they go to production? I can absolutely guarantee you that they do not, and you should be glad they don't. Customers also have to test real samples, no matter how many millions of cells have been produced already, to make sure their circuits don't have flaws that make the battery blow up (and to convince themselves that they won't have a problem).
