That's exactly the difference. If Silicon Valley Bank had been able to freeze bank withdrawals they would not have failed.

The banking model, where depositors can always freely withdraw their funds, is not compatible with taking on these levels of risk.

Silicon Valley Bank, Signature Bank and others tried out new business models and hopefully only the two will need to be closed.

But I wouldn't be surprised if there are more looking at the hit to the share price of many, even with the Fed willing to lend on Hold to Maturity portfolios.
