Looking at the web page and the decline in the water level I have to say yes. It is actually a sizeable lake and I'm not sure what part of the lake that video is from. When I first went there during high school the water level was a lot higher. Often see pelicans on the lake and I'm not sure of their current status but a few years ago their was some endangered birds, Piping Plover's I think. There are a number of different routes possible to drive there from Edmonton.
