Could someone explain why DIMD did not put out 12MB version of the Monster 3D2?

And isn't likely they foresaw the opportunity for the competition to come out with 12MB on the Board? Isn't this just a "game" of leap frog among competitors? How much more design, testing, etc. would it take for DIMD to come out with a 16MB board?
