Marcos; The easy way would be to implement it in a crawling manner on all new IPOs, full electronic filings, insider sales tracking etc. and give a 5 year phase in period for the old companies with milestones at 1,2,3,4 and 5 years. Each milestone would be part of the burden. At each stage you could suspend the non conformers(just like they do with filings now) and at the end of the 5 years 50% of the shady ones would have disappeared.
And no back door via the CDN either.
