In practice only 10-15% of buy backs ever materialize. A buy back announcement is often made to establish further price erosion. The charts of AVX,VSH and KMET have near identical shapes with KMET being No 1, followed by AVX and VSH.
VSH because of its acquisition may have a sizeable increase in sales in 98. I would appreciate if any one interested would share their evaluations.
