the existing and already approved by law debt its quite different than uncreated debt that hasn't been approved.
Of course. The debt limit "law" is an attempt to renege on paying the bills accrued for the existing and already approved by law debt (that which was created by last year's budget). The purpose of each year's new budget is to decide which uncreated debt to create by law for the next year.
