Exactly RIGHT!

That's called moving the goal post on solar.

They put an incentive out there and people took advantage of it.

Then PG&E saw te revunue loss and wanted to change the game.

I say OK ,change the game, but grandfather those who took your word for it.

If it worked so well - why are there brown outs still?

If it was so hugely successful and you waited to change the rules - you were a sleep at the switch and should pay the price for sleeping.

Wisconsin has those insulate the poor people's homes, buy them electric water heaters etc.

In a way, it is better than a wealth transfer, in that iT endorses conservation, that more than likely would not be accomplished OTHERWISE. The cost of alcohol and cigarettes are both very high you know. <smile>

It's the pure wealth transfers that are based on income that becomes a slippery slope that regulators and the politicians that appoint them can not refuse to enlarge (so they can address the unintended consequences of their initial crappy ideas).

Its like wiping your butt with a wagon wheel - ain't no end to it!
