What makes you think the Kremlin told anything to Steele. As far as I know, his info came from Russian agents independent of the Kremlin.

And the whole "RuZZian collusion" narrative is exactly what the left-wing wanted to hear, because they didn't want to believe that Hillary lost all on her own accord.

Again, speaking as someone who didn't vote for either Donald Fredovych or Hillary, so what? Who cares what the left thinks?
