If posters on a thread are ignoring posts and at the same time posting, the potential for repeat posts goes up. You're correct with your assumption except that you've forgotton the reason someone might "ignore" a person in the first place: their posts do not contribute to the thread in the opinion of the person setting the poster's ID to "SKIP" in their PRIVATE bookmark list.
