Yeah, that must be it. Not enough people to operate the artillery shell factories.

I propose that she lead by example.

OTOH, I guarantee you that the Ukrainian soldiers at the "tip of the spear" would LOVE it if the RuZZians firing upon them were actually low on ammo. Thus far, this doesn't seem to be the case.

But it could be as Ukraine opens up more lines of attack.
