I've already given my solutions to the problem, but no one wants to implement them because it's "too cruel."

Manzanar was grossly unfair for innocent incarcerated ethnic Japanese Americans in WWII. Could be just the ticket though, for deadbeat junkies, looters and criminals who refuse to clean up their act. Round 'em up and ship 'em out. There's plenty of room for camps out in the boonies..

Oh yes, and build more funny farms for the incurable mental cases..
