Joe was maybe referring to a certain song ? It was an expression in the UK with a certain rebellious undertone given Londoners habit for cockney rhyme slang. The next line of the song being "Fascist Regime"

Joe ended the statement with "Man", an expression common in an earlier historical period. Frowned upon today probably.
