"many kids in her grade can't read going into fourth grade" I blame the teachers not the kids, teachers should be horse-whipped in front of the school. Parents need to get more pro-active in the basic education of their children and not rely as much on school. Hard to do when both parents work, therein of course is the real problem. Until there are no more teacher unions it will only get worse.
