Yes, that's exactly what the Hawaiian electors did.
No they did not. In Hawaii, there was no confusion over who were the actual electors vs. who were the alternates. No one tried to deceive.

In Michigan, the alternates tried to pass themselves off as the actual electors. Their intended goal was to deceive the government and overturn the election results.
