We didn't have a problem with recruiting in WWII.
How is this even a valid comparison? WWII was the 2nd bloodiest war in American history (first being the Civil War). We had the draft going as well.

There needs to be ongoing recruitment efforts in order to maintain an all-volunteer military, especially in times of peace. Much of that effort will involve what you call "propaganda," because that's one of the major motivating factors in joining the military. (It's definitely not pay, since you can now make more money flipping hamburgers than searching for IEDs.)
