Tell me why we can't increase mileage substantially now.
There are literally tens of thousands of mechanical engineers trying to squeeze out more mileage on every car that is being designed today.

They've tried things like covered wheel wells.

They've worked on the side-view mirrors and the aerodynamics thereof.

They've put their designs in actual wind tunnels. Nowadays they use CAD tools to simulate air flow.

They work on the ignition inside the engine cylinder. They optimize the air flow in order to try and concentrate the fuel vapor near the spark plug.

Mazda tried a Wenkel engine with the RX-8, but that didn't work out for them. They're trying again, however, as a range extender for a hybrid gas-electric vehicle.

You can buy cars these days that get around 38 MPG without going hybrid electric. Even the Geo Metro got to 43 MPG without going down the Prius path, though the Metro was pretty small.
