Since Allen is busy, I thought I'd tackle this.

To get into safe mode, at a certain point in the bootup,
you must press a PFkey (I can't remember which one).

An easier way to control the Win95 boot is to use the boot menu
and select safe mode from it. Default Win 95 doesn't display the
boot menu. To get it, you must add a few lines to C:\MSDOS.SYS

BootMenu=1 ; display the boot menu
BootMenuDefault=1 ; default selection
BootMenuDelay=5 ; wait 5 seconds before taking the default

Note: MSDOS.SYS has the Read-Only attribute set, so to write it,
you must go to properties for the file and turn it off.
Although I have booted successfully leaving it off,
you really should turn it back on after completing the edit.

P.S. the Logo=0 gets rid of the silly Win95 splash screen at bootup.
