Hi James, NightWriter and CAP:

I remain convinced that in the long run, LMDS will be
an extremely successful technology. I am even more
optimistic on this score than the BellCore report.
I also believe that bidding interest will be reasonable
for the top 20 markets at the LMDS auction, particularly
for the San Francisco and LA licences. However, it is
difficult not to be disgusted by a situation where the
FCC's rules allowed a fatcat consortium such as WNP
to be eligible for a 45% small business discount,
while all small operators (WebCel, CVUS, US Wavelink)
are shut out of the auction. Also, the fact that
TGNT is eligible for a small business discount after
receiving 400MHz of spectrum for free is positively nauseating.

In effect, the auction rules adopted by the FCC were positively
rigged against both small businesses and US taxpayers
(the eligibility of WNP for a 45% discount is pure
thievery against the US treasury).
