Precisely the CA way. Ironically the state population is shrinking (And not projected to recover) yet the state has mandated all municipalities to develop plans to add massive housing. If they don't contractors can bypass most regulations and put up high rise apartment buildings in single family neighborhood. This is as dumb as China building entire empty cities just to keep employment up.
