Did they learn from us?
Prosecuting deserters through military tribunals isn't the same as employing barrier troops in the heat of battle.

As for why RuZZia does it, they seem to have a tradition of doing so dating all the way back to the early 20th century. There's debate over costs vs. "benefits" to the RuZZian army.
