Poverty breaks down morality and social codes. Makes any behavior acceptable inside that bubble of "you are picked on, so it is OK to pick on others."

If you notice that encounter lasted 52 seconds. Police response is more than that.
But facial recognition software will identify them. They will be prosecuted.
