I am late to the conversation and have just caught up. There is another problem not mentioned so far with your scenario. A key element in drive performance is keeping the flying height and radial positioning of the heads within spec. The added mass of an additional head, controlling flying height of two heads, aligning the head stacks (already a mfg. challenge with just one head per arm), holding z height in the stack, etc etc all weigh against a second head per flexure. You may be interested to know that both IBM and Fujitsu have alluded to second actuators in future designs.
