They all want cleaner air.
Transition to natural gas.

Transition to more modern farming techniques. (My coworkers tell me that Indian farmers regularly burn their crops.)

Install air scrubbers for their manufacturing plants, which they will build more of as the world transitions away from Chinese manufacturing.

Stricter (read: more expensive) emissions controls for their vehicles.

Mass transit.

Deal with the slums.

All of these are pressing issues for New Delhi.

All of these solutions will require FOSSIL FUELS to power, especially the construction vehicles and related heavy industry needed to make the materials.

There's a reason why only First World nations can worry about that climate changey thingy.
