Our local airline here in Belize does that on domestic flights. I assume to guard against theft.
When I was in Italy in 2009, I noticed these devices used to wrap suitcases in clear plastic. I assumed it was to protect against theft of contents. IMO the better way is just don’t put anything of value in checked baggage.
