This is a waste. Low-income residences don't need solar upgrades.

That money is better spent on better insulation and more modern appliances. Maybe a free or subsidized heat pump here and there can help.

It's not as "eco-chic" as solar panels. But I guarantee you that low-income families would rather have their kids sleep in a warmer house in the winter, or study in a cooler house during the hot and humid summers that Maryland is known for, than brag about being the only house on the low-income block with solar power.
