Global Warming Solutions Act of 2006, which required that the state Air Resources Board (CARB) establish targets for reducing GHG emissions to 1990 levels by 2020. This 2006 legislation also directed CARB?to adopt regulations governing the state’s GHG emissions reporting process no later than Jan. 1, 2008. CARB was directed to develop a program requiring the reporting and verification of GHG emissions in the state and develop mechanisms for enforcement and compliance.? Cal.
