There is no shortfall. The US keeps hitting record production. OPEC+cheats, Iranian crude storage is almost emptied, and Russian production still finds its way into markets. The big wild cards are the US SPR has not been filling due to the debt ceiling stuff and China has filled its SPR. Slower growing economy + EV's mean things are a bit different this time.
