A retired cabinet member or even a Senator, cannot usually fly in a private plane. He can hitch with military aircraft or whatever Pelosi used to fly from Washington to San Francisco. Or to make an intermediate stop. But he has different pensions from Vietnam, Senate, cabinet. I call it Kept man. I think that's what he meant. His wife chooses the plane or helicopter(s), and can pay for it, post 9/11 or today, in general. He can pay for it. But who actually pays? Probably GSA or a Biden miscellaneous account. He may have a plane that allows him to be productive for the whole trip, and who wouldn't go through a TSA line.
