Despite being reputed for "realism," Henry Kissinger offered a grand ideological rationale for invading Iraq, writing that while Bush's preemptive war doctrine would overturn the 1648 Treaty of Westphalia, it was necessary payback for 9/11, and may even convince Arabs to renounce jihad.

Kissinger's op-ed on Iraq was published Aug. 12, 2002. Dick Cheney delivered his infamous VFW speech laying out the case for war on Aug. 26. Cheney quoted the op-ed directly and repeated Kissinger's arguments, including that regime change would convince Arabs to "rethink" jihad.
