Because Hollywood directors are the masters of the universe with a unique gift to envision what the people really want. In the classic comedy "SOB" William Holden's grizzled old actor character said wearily, "In my experience, every time I thought I knew where IT was, IT was always somewhere else." It probably didn't occur to Scott to make a great accurate movie about Napoleon, then make that great entertainment. Not when he controlled the "magic" behind the curtain. They only face reality if they lose money.
