The author is talking about the governments and the people in positions of power and influence. Religious extremism is a red herring. Hamas is a useful tool for Israel's far right government since their interests converge. All they need is adequate funding and access to weapons. They don't require direct control by IDF or Mossad like other groups. There is a plan to build a gas pipeline to Haifa from Saudi Arabia which would entail building out LNG infrastructure at the end point for export to Europe. There were similar plans for Syria after the war. In fact, there were competing gas pipeline proposals, one from Saudi Arabia and one from Iran. Assad rejected the US proposal and may have also demanded the return of the oil-rich Syrian Golan Heights from Israel.
