Daniel- I think I saw the 2005 date is referring to "cumulative" savings as of that date. Thus I interpret it to mean that the sum of costs from implementation (presumably now) to 2005 for both systems results in the ratio of costs reported. It may also include some kind of NPV of those costs but I don't know for sure.

Sorry, I don't know the answer to your second question about whether it keeps "users from being able to connect in other areas were there is GSM coverage" but no overlay. I'm just guessing but it may require the creation of dual mode GSM/CDMA phones for Europe that can allow for the coverage you are talking about.
