They’re just desperately poor people. They just want a home over their heads, food and clothing. If they have kids they just want basic education. You assign them motivations reserved only for the wealthy.
Oh please, cry me a river.

These poor folks along with their employers (usually mom-n-pop shops) have every reason to dodge taxes. It's a win-win for them, especially if they stay underneath the Fed radar.
