Yep,

Viruses need a host and then another host to continue transmission to more hosts.

Without them the virus runs into a dead end.

But most viruses continue to mutate and thus the original first host can become infected again.

Some vaccines are very, very effective. Such as the Small Pox vaccine.

That virus ran into a dead end when nearly everyone was ultimately vaccinated.
